Understanding Executive Functioning in Childhood

“He knows what to do… he just doesn’t do it.”
“She’s incredibly bright, but she’s so disorganised.”
“I have to remind him of everything.”
“She starts every task but rarely finishes it.”
These are among the most common concerns expressed by parents, educators, and health professionals when describing children’s everyday functioning. At first glance, these behaviours may appear unrelated. A child who forgets their school hat, struggles to begin homework, interrupts conversations, loses belongings, reacts impulsively, or becomes overwhelmed by routine changes may seem to present with entirely different challenges.
Developmental science, however, suggests that many of these behaviours share a common foundation.
They are often influenced by the gradual development of executive functioning.
Over the past three decades, executive functioning has become one of the most extensively researched areas within developmental psychology, cognitive neuroscience, education, and paediatrics. A growing body of evidence demonstrates that executive functioning plays a central role in children’s academic achievement, emotional regulation, social competence, adaptive functioning, and long-term health outcomes (Diamond, 2013; Best & Miller, 2010; Zelazo et al., 2016).
Despite its growing recognition, executive functioning remains widely misunderstood outside professional circles. Difficulties with executive functioning are frequently interpreted as laziness, poor motivation, defiance, carelessness, or a lack of effort. Yet these interpretations overlook an important developmental reality: many of the skills adults rely on every day are still emerging throughout childhood and continue developing into early adulthood.
Executive functioning is not a measure of intelligence.
Nor is it a reflection of character.
Instead, it refers to the collection of cognitive processes that enable us to organise our thoughts, regulate our emotions, control our behaviour, and work towards a goal. These skills allow us to plan ahead, remember information, resist distractions, shift flexibly between tasks, solve problems, monitor our own behaviour, and adapt when circumstances change.
Because executive functioning influences almost every aspect of daily life, its impact extends far beyond academic performance. Children rely on these skills to follow classroom routines, organise their belongings, complete multi-step activities, build friendships, cope with disappointment, manage transitions, participate in pretend play, and gradually develop independence.
Importantly, executive functioning does not develop in isolation.
Its development is shaped by the interaction between brain maturation, relationships, opportunities for play, language development, environmental experiences, and the broader social context in which a child grows (Center on the Developing Child, 2011). This dynamic interaction helps explain why children’s executive functioning may vary considerably depending on factors such as stress, fatigue, emotional wellbeing, or the complexity of a task.
Understanding executive functioning therefore requires us to move beyond asking whether a child can complete a task.
Instead, we begin asking a different question:
“What cognitive processes does this task require, and are those skills developmentally available to this child right now?”
That subtle shift changes the way we understand children’s behaviour.
Rather than seeing a child who “won’t,” we begin to recognise a child who may still be learning how.
What Is Executive Functioning?
Executive functioning refers to a set of higher-order cognitive processes that enable purposeful, goal-directed behaviour. These processes coordinate thinking, emotions, and behaviour so that individuals can plan, organise, problem-solve, regulate attention, inhibit impulses, adapt to changing situations, and monitor their own performance.
Rather than representing a single cognitive ability, executive functioning is best understood as an integrated system of interrelated skills.
Developmental psychologist Adele Diamond (2013) describes executive functions as the mental processes required whenever an individual must concentrate, resist distractions, hold information in mind, think flexibly, or respond thoughtfully rather than automatically.
Similarly, Miyake and colleagues (2000) proposed one of the most influential models of executive functioning, identifying three core processes that underpin more complex cognitive abilities:
Working memory – holding and manipulating information in mind while completing a task.
Inhibitory control – resisting impulses, distractions, or automatic responses.
Cognitive flexibility – adapting thinking and behaviour when circumstances change.
These three core executive functions form the foundation upon which more complex skills develop, including planning, organisation, time management, self-monitoring, task initiation, emotional regulation, and goal-directed persistence.
From a neurodevelopmental perspective, executive functioning is closely associated with the gradual maturation of the prefrontal cortex and its extensive connections with other regions of the brain. Unlike many other areas of development, executive functioning follows a remarkably prolonged developmental trajectory. Although the foundations emerge during infancy, these cognitive processes continue developing throughout childhood, adolescence, and into the third decade of life (Best & Miller, 2010).
This prolonged developmental pathway explains an important observation familiar to many parents and educators.
Children often know what they are expected to do long before they can consistently do it.
Knowing a rule requires knowledge.
Following that rule consistently requires executive functioning.
These are related, but developmentally distinct, achievements.
Executive functioning is often described as the brain’s “management system.” Rather than reflecting intelligence, it reflects how efficiently children coordinate their thinking, attention, emotions, and behaviour in everyday situations.
Executive Functioning Is More Than One Skill
One of the greatest misconceptions about executive functioning is that it is a single ability.
In reality, it encompasses a broad collection of interconnected cognitive processes that support children’s ability to function independently across home, school, and community settings.
Each executive function contributes something different, yet no skill operates entirely in isolation.
For example, packing a school bag requires a child to remember what they need (working memory), resist becoming distracted (inhibitory control), organise materials (organisation), begin the task independently (task initiation), notice if something has been forgotten (self-monitoring), and continue until the task is complete (goal-directed persistence).
The following sections examine each executive functioning skill individually before exploring how they interact to support children’s learning, behaviour, emotional regulation, and everyday functioning.
The Core Executive Functioning Skills
Executive functioning is best understood as a collection of interconnected cognitive processes rather than a single ability. Although each skill can be described individually, they rarely operate in isolation. Most everyday activities require several executive functions to work together simultaneously.
The following sections explore each executive functioning skill in greater depth, highlighting its role in children’s development and the ways it may present in everyday life.
1. Working Memory
Working memory refers to the ability to temporarily hold and manipulate information while completing a task. Unlike long-term memory, which stores information over extended periods, working memory functions as a short-term mental workspace. It enables children to retain information long enough to use it, update it, and apply it to ongoing activities.
From a developmental perspective, working memory underpins many aspects of learning and everyday functioning. It allows children to follow multi-step instructions, solve mathematical problems, comprehend written text, participate in conversations, organise their belongings, and remember what they intended to do next.
Research consistently identifies working memory as one of the strongest predictors of academic achievement during childhood (Gathercole & Alloway, 2008). Difficulties in this area often affect classroom learning long before they become obvious on formal assessments.
What working memory may look like in everyday life
Imagine asking a child,
“Please put your lunchbox in the kitchen, feed the dog, and then bring me your school hat.”
The child walks to the kitchen, leaves the lunchbox on the bench, notices a toy on the floor, begins playing, and completely forgets the remaining instructions.
From an adult’s perspective, it may appear that the child ignored the request.
From the child’s perspective, the information simply disappeared from their mental workspace before the task was completed.
Children experiencing challenges with working memory may:
frequently forget instructions
lose track of what they were doing
ask for information to be repeated
struggle to complete multi-step activities
have difficulty remembering classroom routines
lose their place while reading or completing written work.
Children who frequently say, “I forgot,” are not necessarily avoiding responsibility. In many cases, they genuinely struggle to hold information in mind while simultaneously completing a task.
2. Inhibitory Control
Inhibitory control refers to the ability to resist automatic responses, suppress impulsive behaviours, ignore distractions, and pause before acting. It enables children to regulate both behaviour and attention in order to respond appropriately to the demands of a situation.
This skill is fundamental to self-regulation. Rather than preventing children from experiencing strong emotions, inhibitory control allows them to create a brief pause between feeling and action. Within that pause lies the opportunity to think, choose, and respond more intentionally.
Developmentally, inhibitory control improves gradually throughout childhood as the prefrontal cortex continues to mature. Young children naturally find it more difficult to wait, resist temptation, or inhibit immediate reactions because these neural systems are still developing.
What inhibitory control may look like in everyday life
A child knows they should raise their hand before speaking.
They understand the classroom expectation.
Yet the answer bursts out before they have time to stop themselves.
Another child walks out of the supermarket still holding a chocolate bar they picked up while waiting in the checkout line.
Neither behaviour necessarily reflects deliberate rule-breaking.
Instead, both illustrate the challenge of inhibiting an immediate impulse.
Children experiencing difficulties with inhibitory control may:
interrupt conversations
blurt out answers
find waiting extremely difficult
touch objects despite being asked not to
act before considering consequences
become easily distracted by their environment.
Inhibitory control is one of the slowest executive functions to mature and continues developing throughout adolescence.
3. Cognitive Flexibility
Cognitive flexibility refers to the capacity to adapt thinking and behaviour when circumstances change. It enables children to shift attention, consider multiple perspectives, modify strategies, solve problems creatively, and adjust to unexpected situations.
While working memory helps children hold information in mind and inhibitory control helps them resist impulsive responses, cognitive flexibility allows them to modify those responses when needed.
Research by developmental psychologist Philip Zelazo highlights cognitive flexibility as a critical component of adaptive thinking and one of the hallmarks of mature executive functioning.
What cognitive flexibility may look like in everyday life
Imagine a child who expects to visit the playground after school.
On the way home, heavy rain begins.
The plan changes.
Some children may feel disappointed but quickly adapt.
Others may experience intense distress because their expectations have been disrupted.
Children experiencing challenges with cognitive flexibility may:
struggle with transitions
become distressed when routines change
insist there is only one “right” way
have difficulty coping with mistakes
struggle to generate alternative solutions
find unexpected changes overwhelming.
Cognitive flexibility supports resilience because it enables children to adapt when life unfolds differently from what they expected.
4. Planning
Planning is the ability to identify the steps required to achieve a future goal. It involves anticipating what needs to happen, prioritising actions, sequencing tasks, estimating time, and developing strategies before beginning an activity.
As children grow, planning becomes increasingly important for completing homework, preparing school projects, managing extracurricular activities, and organising everyday routines.
What planning may look like in everyday life
Imagine a Year 5 student is given a science project due in three weeks.
Rather than immediately beginning the task, they need to consider what information to research, what materials will be required, how much time each stage will take, and when they will complete each part.
Children experiencing challenges with planning may:
struggle to know where to begin
become overwhelmed by larger tasks
underestimate how long activities will take
leave assignments until the last minute
find it difficult to break tasks into manageable steps.
Planning requires children to think beyond the present moment. This ability develops gradually and often benefits from adult scaffolding, particularly during the primary school years.
5. Organisation
Organisation refers to the ability to arrange materials, information, time, and physical spaces efficiently in order to complete a task.
Although closely related to planning, organisation focuses less on deciding what to do and more on managing the resources needed to do it successfully.
What organisation may look like in everyday life
A child knows they have swimming lessons tomorrow.
They remember they need goggles, a towel, bathers, and a change of clothes.
However, finding each item, packing them together, and remembering where they placed the bag requires organisational skills.
Children experiencing challenges with organisation may:
frequently lose belongings
have messy school bags or bedrooms
forget equipment for school
misplace homework
struggle to keep track of personal possessions.
Organisation is a developmental skill rather than a personality trait. Children become more organised through repeated opportunities to practise, supported by routines, environmental structure, and explicit teaching.
6. Task Initiation
Task initiation refers to the ability to begin a task independently and in a timely manner, without excessive procrastination, avoidance, or repeated prompting. Although it is often mistaken for motivation, task initiation is an executive functioning skill that relies on several cognitive processes working together, including planning, working memory, organisation, and self-regulation.
Children who experience difficulties with task initiation usually know what they need to do. The challenge lies in translating intention into action.
Beginning a task requires children to overcome uncertainty, manage competing thoughts, inhibit distractions, and maintain the mental effort needed to get started. For some children, this first step is the hardest part of the entire task.
What task initiation may look like in everyday life
Imagine a child sitting at the table with everything they need to complete their homework.
The books are open.
The pencils are ready.
The instructions are clear.
Ten minutes later, they are still staring at the page.
They sharpen their pencil.
Take a sip of water.
Look around the room.
Ask unnecessary questions.
Eventually, an adult concludes,
“They’re just avoiding it.”
While avoidance can certainly occur, for many children the difficulty lies in activating the cognitive processes required to begin.
Children experiencing challenges with task initiation may:
struggle to get started, even when they know what to do
require repeated reminders
appear to procrastinate
spend excessive time preparing rather than beginning
become overwhelmed by open-ended tasks.
Adults often interpret delayed task initiation as laziness or poor motivation. However, research suggests that initiating a task is itself an executive function. Reducing the cognitive load, for example, by breaking a large activity into smaller, achievable steps, can make beginning significantly easier.
7. Sustained Attention
Sustained attention refers to the ability to maintain focus over time while working towards a goal. It enables children to remain engaged with an activity despite distractions, competing interests, or mental fatigue.
Although attention is often discussed independently, it is closely intertwined with executive functioning. Maintaining attention requires children to continually regulate competing thoughts, monitor distractions, and redirect their focus back to the task.
Importantly, sustained attention is not fixed.
It fluctuates according to factors such as interest, emotional state, fatigue, environmental demands, sleep quality, stress, and the complexity of the task itself.
This explains why a child may concentrate on building with LEGO for an hour yet struggle to complete ten minutes of handwriting.
The difference is not necessarily their capacity to attend.
It is the cognitive effort required by the task.
What sustained attention may look like in everyday life
A teacher asks the class to complete a worksheet independently.
Within minutes, one child begins looking around the classroom, fiddling with stationery, talking to nearby peers, or forgetting what they were doing before returning briefly to the task.
The child is not choosing distraction.
They may simply find it much more difficult to sustain attention over extended periods.
Children experiencing challenges with sustained attention may:
leave activities unfinished
become easily distracted
frequently switch between tasks
require regular redirection
lose concentration as tasks become longer or more demanding.
A child’s ability to sustain attention is influenced by both the individual and the environment. High levels of stress, fatigue, sensory overload, or emotional distress can temporarily reduce executive functioning, even in children who typically manage tasks well.
8. Self-Monitoring
Self-monitoring refers to the ability to observe, evaluate, and adjust one’s own behaviour while completing a task. It allows children to recognise mistakes, notice when something is not working, and make changes without relying entirely on external feedback.
This capacity develops gradually throughout childhood as children become increasingly aware of their own thinking and behaviour, a process closely related to the development of metacognition, or “thinking about thinking.”
Self-monitoring plays an essential role in learning because it enables children to evaluate their own performance rather than relying solely on adults to identify errors.
What self-monitoring may look like in everyday life
A child completes a maths worksheet.
Before handing it in, they look back over their work, notice they skipped a question, and correct the mistake independently.
Another child finishes the same worksheet and immediately hands it in without noticing several unanswered questions.
The difference is not necessarily mathematical ability.
It may reflect differences in self-monitoring.
Children experiencing challenges with self-monitoring may:
fail to notice mistakes
underestimate the quality of their work
interrupt conversations without recognising they have done so
repeat ineffective strategies
rely heavily on adults to identify errors.
Self-monitoring develops slowly and benefits from opportunities for reflection. Questions such as “How do you think that went?” or “Is there anything you’d like to check before you’re finished?” encourage children to gradually internalise this important skill.
9. Goal-Directed Persistence
Goal-directed persistence refers to the ability to continue working towards a goal despite frustration, setbacks, distractions, or delayed rewards.
It enables children to remain engaged with challenging tasks even when success is not immediate.
This skill draws upon many other executive functions, including working memory, inhibitory control, planning, emotional regulation, and sustained attention. When one or more of these skills is under strain, persistence often becomes more difficult.
Goal-directed persistence is particularly important during the primary school years, when children are increasingly expected to complete longer projects, develop independent study habits, and persevere through more complex learning experiences.
What goal-directed persistence may look like in everyday life
A child begins building a complex LEGO model.
Halfway through, part of the structure collapses.
One child calmly rebuilds and continues.
Another immediately gives up, declaring, “I can’t do it.”
Although disappointment is natural, persistence allows children to continue despite temporary setbacks.
Children experiencing challenges with goal-directed persistence may:
abandon tasks quickly
become discouraged by mistakes
avoid challenging activities
require frequent encouragement
prefer tasks that offer immediate success.
Persistence is not simply a personality characteristic. It develops through repeated experiences of manageable challenge, supportive relationships, opportunities to solve problems independently, and environments where mistakes are viewed as part of learning rather than signs of failure.
10. Emotional Regulation
Although emotional regulation is often discussed alongside executive functioning, it is important to distinguish between the two.
Emotional regulation is not generally considered a core executive function in contemporary cognitive neuroscience. Rather, it is a complex developmental capacity that is strongly supported by executive functioning while also being influenced by the nervous system, attachment relationships, sensory processing, temperament, life experiences, and co-regulation with trusted adults.
Executive functioning contributes to emotional regulation by enabling children to pause before reacting, hold coping strategies in mind, shift perspective after disappointment, and consider alternative responses during emotionally challenging situations.
However, when children experience significant stress or become emotionally overwhelmed, these executive functioning processes become less accessible. As a result, even children with well-developed executive functioning may temporarily struggle to regulate their emotions.
This dynamic interaction helps explain why emotional regulation often fluctuates across situations rather than reflecting a fixed ability.
What emotional regulation may look like in everyday life
Imagine two children playing a board game.
One child loses.
They feel disappointed but congratulate the winner and ask to play again.
Another child becomes overwhelmed, sweeps the pieces off the table, and refuses to continue playing.
Both children experienced the same disappointment.
What differed was their ability to regulate the emotions that followed.
Executive functioning helps children pause, remember coping strategies, and choose how to respond. However, these skills are still developing and can be temporarily overwhelmed by strong emotions.
Children experiencing challenges with emotional regulation may:
react intensely to disappointment
struggle to recover after frustration
become overwhelmed by unexpected changes
find transitions particularly difficult
need significant adult support to regain emotional balance.
Emotional regulation is not about eliminating emotions. It is the gradual development of the ability to experience, express, and recover from emotions in ways that support learning, relationships, and wellbeing. Children develop this capacity first through co-regulation with trusted adults before they are able to regulate independently.
How Executive Functioning Develops Throughout Childhood
One of the most important things to understand about executive functioning is that it develops gradually over many years.
Unlike physical milestones, such as learning to walk or ride a bicycle, executive functioning does not emerge suddenly. Instead, these cognitive processes develop through the combined influence of brain maturation, relationships, play, learning experiences, and opportunities to practise increasingly complex skills.
Although the foundations of executive functioning begin to emerge during infancy, development continues throughout childhood, adolescence, and into the mid-twenties as the prefrontal cortex and its neural networks continue to mature (Best & Miller, 2010; Diamond, 2013).
This prolonged developmental trajectory helps explain why children’s abilities often appear inconsistent.
A child may independently pack their school bag one morning yet forget several essential items the next day.
They may wait patiently during one activity but interrupt repeatedly during another.
These fluctuations are not unusual.
Executive functioning is dynamic and influenced by multiple interacting factors, including fatigue, emotional wellbeing, stress, sleep quality, task complexity, environmental demands, and motivation.
Understanding how these skills typically develop allows adults to set realistic expectations while providing appropriate support when needed.
Infancy and Toddlerhood (Birth to 3 Years)
The earliest foundations of executive functioning begin developing long before children enter school.
During infancy, babies gradually develop the capacity to sustain attention for short periods, remember familiar people and routines, and begin inhibiting simple responses. These early abilities emerge through repeated interactions with responsive caregivers and form the building blocks for later executive functioning.
As toddlers become increasingly mobile and independent, they begin practising simple problem-solving, waiting for very brief periods, following one-step instructions, and shifting attention between activities.
At this stage, executive functioning remains highly dependent on co-regulation.
Young children rely on adults to help them organise experiences, manage emotions, and navigate everyday routines. Their ability to regulate behaviour independently is still extremely limited, making frequent reminders, predictable routines, and responsive caregiving essential components of healthy development.
From a neurodevelopmental perspective, expecting toddlers to consistently control impulses, wait patiently, or remember multiple instructions is not developmentally realistic.
These are skills that are only beginning to emerge.
During the first three years of life, executive functioning develops primarily through relationships. Responsive caregiving, secure attachment, language-rich interactions, and opportunities for exploration provide the foundation upon which later executive functioning skills are built.
The Preschool Years (3–5 Years)
The preschool years represent a period of remarkable growth in executive functioning.
Children become increasingly able to follow simple routines, remember two or three-step instructions, inhibit some impulsive behaviours, and engage in more flexible thinking during play.
Importantly, this period also coincides with significant advances in pretend play.
Researchers including Lev Vygotsky, Deborah Leong, Elena Bodrova, and Karen Stagnitti have highlighted the important relationship between mature pretend play and the development of executive functioning. During imaginative play, children practise planning, remembering roles, inhibiting impulsive responses, negotiating with peers, solving problems, and adapting their thinking as play evolves.
Executive functioning during the preschool years remains highly variable.
Children often demonstrate impressive self-control in one situation while becoming completely overwhelmed in another.
This inconsistency reflects the fact that executive functioning is still developing rather than fully established.
For example, a four-year-old may remember the rules of a game yet struggle to wait for their turn when excitement increases.
Similarly, a child may successfully follow a familiar bedtime routine at home but become disorganised in a new or stimulating environment.
These variations are expected.
Executive functioning is highly sensitive to context.
Pretend play is not simply recreational. A growing body of research suggests it provides a natural context in which children repeatedly practise many of the cognitive processes associated with executive functioning, including planning, working memory, inhibitory control, and cognitive flexibility.
Early Primary School (5–7 Years)
Beginning school introduces a dramatic increase in executive functioning demands.
Children are now expected to follow classroom routines, manage personal belongings, sustain attention for longer periods, organise materials, complete independent work, transition between activities, and increasingly regulate their behaviour with less adult support.
While many children make significant progress during these years, executive functioning remains far from mature.
Research consistently demonstrates considerable variability in development throughout the early school years, making direct comparisons between children of the same age inappropriate.
Some children quickly adapt to classroom expectations.
Others require considerably more scaffolding, visual supports, reminders, and structured routines.
Importantly, needing this support does not necessarily indicate poor motivation or low ability.
Rather, it reflects the normal diversity of executive functioning development.
This period is also when executive functioning difficulties often become more noticeable.
As environmental expectations increase, differences between children’s developing skills become more apparent.
Tasks that previously relied on adult support are now expected to be completed more independently, placing greater demands on planning, organisation, working memory, sustained attention, and self-monitoring.
Executive functioning difficulties often become more visible when environmental demands exceed a child’s current developmental capacity. This does not necessarily mean the child has changed. Often, it is the expectations that have increased.
Middle Childhood (8–12 Years)
During middle childhood, executive functioning becomes increasingly sophisticated as children are expected to manage greater academic, social, and personal responsibilities. School tasks become more complex, friendships require greater flexibility and perspective-taking, and children are increasingly expected to organise themselves with less direct adult support.
Working memory continues to expand, allowing children to hold and manipulate more information simultaneously. Planning becomes more strategic, organisation improves, and children become increasingly capable of monitoring their own work and recognising mistakes before receiving adult feedback.
This stage also marks the emergence of metacognition, the ability to think about one’s own thinking. Children begin evaluating their learning strategies, reflecting on their decisions, and adjusting their behaviour based on previous experiences.
Although these developments represent significant progress, executive functioning remains far from mature. Children of the same age often differ considerably in their abilities, reflecting the wide range of typical development.
As academic demands increase, executive functioning difficulties may become more noticeable. Long-term projects, independent homework, multiple teachers, extracurricular commitments, and increasingly complex social interactions all require children to coordinate several executive functions simultaneously.
A child who previously managed well in the early years of school may begin experiencing difficulties, not because their skills have declined, but because the demands placed upon those skills have increased.
Executive functioning should always be considered in relation to environmental expectations. A child’s difficulties often become more visible when the cognitive demands of a task exceed their current developmental capacity.
Adolescence
Adolescence is characterised by profound neurological, cognitive, emotional, and social development.
Although executive functioning continues to improve throughout these years, development is neither linear nor complete.
The adolescent brain undergoes extensive structural and functional changes, particularly within the prefrontal cortex and its connections with limbic regions involved in emotion, motivation, and reward processing. This ongoing maturation helps explain why adolescents often demonstrate remarkable reasoning abilities in some situations while making impulsive decisions in others.
During adolescence, improvements are typically observed in:
abstract reasoning
long-term planning
decision-making
problem-solving
self-monitoring
cognitive flexibility
emotional regulation.
At the same time, adolescents become increasingly influenced by peer relationships, emotional experiences, sleep patterns, and environmental demands. These factors can temporarily reduce executive functioning, particularly during periods of stress or emotional arousal.
Importantly, adolescents are often capable of sophisticated thinking when calm but may find these skills much harder to access during emotionally charged situations.
This apparent inconsistency reflects normal brain development rather than a lack of intelligence or motivation.
Adolescence represents a period of significant opportunity for continued executive functioning development. Supportive relationships, appropriate independence, and opportunities to make decisions all contribute to strengthening these skills.
Early Adulthood
One of the most common misconceptions surrounding executive functioning is that it is fully developed by the end of childhood.
